Inspection, expert report, ITE and valuation: differences
Last reviewed: 10 October 2026.
Quick answer
Choose the document by the decision needed. An inspection reviews your home’s accessible condition; an expert report studies technical facts for a dispute; ITE and IEE are regulated building documents under territorial rules; the energy certificate provides energy information and a financial valuation serves a regulated purpose. They can complement each other but are not automatically interchangeable or identical in scope.
Start with the question: condition, claim, procedure or value
Before requesting a report, write what needs resolving. For purchase, this may be condition and repairs. For renovation claims, compare instruction, execution and damage. A municipal notice to the community requires the specified regulated document. For a bank valuation, an issue list does not address the financial purpose.
‘Report’ can conceal very different work. Ask about purpose, scope, visit, documents, professional, deliverable and limitations. A visual inspection observes accessible condition; documents based solely on papers or exterior must state that. A stamp or formal cover does not expand actual examination.
Information to provide
- Home or building, municipality and included spaces.
- Decision or procedure needing information.
- Specific damage or questions with initial photographs.
- Available documents and existing reports.
- Access, utilities and known limitations.
- Deadline and intended recipient.
Do not request the longest document by name if it does not answer your question. Initial inspection may precede a specific defect assessment, or expert valuation supplement condition review. Coordination shares information, but each purpose must be defined. If the instruction changes, review additional work needed.
The recipient matters too. Banks, councils, communities and lawyers may require specific documents. Request written requirements and share them completely rather than summarising ‘they need an expert’. Professional competence depends on subject and document, not just the service’s commercial name.
Beware calling every signed report ‘official’ and every document from someone trained in expert assessment ‘judicial’. A relevant private instruction may be submitted in a dispute, but does not mean the court requested it. Clear functions avoid commissioning a document unsuitable for the procedure.
Comparison table and interpreting limitations
The table shows general functions. Specific ITE and IEE requirements depend on territory and building; authorisation for certificates or valuations also needs checking. Do not treat it as a catalogue of interchangeable professions.
| Document | Main purpose | Usual scope | Required provider | What it does not replace |
|---|---|---|---|---|
| Private inspection | Establish condition and issues | Home and agreed accessible spaces | Professional competent for the scope | ITE, certificates or financial valuation |
| Expert report | Explain specialised facts and valuation | Technical subject of the dispute | Expert with knowledge and required qualifications for the subject | Lawyer’s or court’s legal decision |
| ITE | Maintenance and municipal requirements | Building under the ordinance | Competent technician under the rules | Exhaustive review of every flat |
| IEE | Maintenance, accessibility and energy under its rules | Building subject to territorial obligation | Competent technician and applicable procedure | Expert assessment of every individual damage item |
| Energy certificate | Energy rating and recommendations | Certified building or part | Technician meeting current requirements | Construction quality inspection |
| Financial valuation | Value for a regulated purpose | Defined property and rights | Provider authorised for that purpose | Exhaustive defect diagnosis |
For each row, check date, examined parts, documents and conclusion. Older documents provide history without describing current condition. Exterior review may help but does not equal visiting interiors. Read conditions limiting results alongside the figure or rating rather than overlooking an attachment.
‘Favourable’ and ‘compliant’ also have a defined subject. A favourable ITE does not declare every tap works. A good energy rating does not exclude water ingress. A valuation meeting expectations does not guarantee a loan. Each conclusion answers its procedure’s criteria.
For several documents, create a table of purpose, date, property identifier and outstanding matters. It identifies design information used as final condition or another building’s report. Do not resolve discrepancies by choosing the convenient figure: request method and scope clarification.
Useful combinations depend on missing information. A purchase may need flat condition and building history; leak claims need cause assessment and community action; financing needs valuation and contractual checks. Include specific tasks in costs and timetable without assuming an unperformed review is included.
Private inspection: observations and deliverables
Inspection covers accessible components, indications and agreed checks without damaging the home. It may include finishes, doors, windows, damp, cracks and visible installations. It locates and prioritises issues for purchase, handover or maintenance decisions. Specify ancillary spaces, accessible common areas and permitted tests in the quotation.
Number findings, locate them and supply understandable photographs. Distinguish observed, tested and unchecked. If valuation is commissioned, explain solution and indicative cost with scope and limitations. Inspection does not promise every concealed defect or future failure, or automatically include laboratory tests and specialist calculations.
Scope example
In a furnished flat, an accessible kitchen and drainage may be checked with water available. A wall behind a heavy wardrobe and concealed pipe may remain outside scope. Record both limitations. For leak indications, propose suitable assessment rather than claiming the entire network verified through opening one tap.
Prepare authorised access, utilities, plans and questions. Missing conditions may require completion later and affect deliverables. Ask how another check will be documented and priced. Visit duration does not alone define quality: covering scope, recording data and rigorous interpretation matter.
Pre-purchase inspection is useful when results can affect commitment. After signing it can still document condition, but contractual consequences need assessment. For new builds, supply accepted specification and plans; for resale, add renovation and damage history.
A technical issue does not automatically decide who pays. Reports can describe source and necessity within scope while liability and action require legal documents. This avoids using inspection as a commercial outcome guarantee or replacing advice on a clause restricting withdrawal.
Expert report: brief, method and dispute use
An expert opinion answers questions needing specialist knowledge. It may examine cause, technical chronology, workmanship, extent and value. Identify professional, instruction, documents, examination, method and conclusions, separating observations and inferences. Expert evidence is assessed alongside other evidence; a signature does not oblige acceptance of every conclusion.
Article 335 of the LEC (Ley de Enjuiciamiento Civil, Spanish Civil Procedure Law) requires objectivity and the corresponding declaration. Consider information favourable and unfavourable to parties. Supply documents contradicting your initial explanation too. Omitting earlier repair or relevant plans can produce unsuitable conclusions.
What changes from a list
A list may note an uneven tile. Expert assessment examines where, how much, comparison criteria, possible workmanship cause and necessary repair. Disputed age or visibility requires purchase data and history. Adding a legal sentence to photographs does not expand scope.
Reports may support negotiation and court proceedings if properly submitted. Lawyers coordinate timing and strategy; experts explain facts. Confirmation in court or hearing attendance requires appropriate preparation and commissioning. Do not assume proceedings always occur or all fees are recovered on winning.
Adapting an initial report requires checking whether data suffice for the new purpose. Documents, another visit or tests may be needed. For repaired areas, state what the professional personally saw and knows through third-party files. Transparency is essential to support conclusions.
Consult the LEC expert opinion factsheet. Where a regulated profession’s powers are required, use competent professionals. A course or association membership does not itself authorise structural designs, installation certification or every administrative document.
ITE and IEE: building documents and works follow-up
ITE (Inspección Técnica de Edificios, building inspection) covers building condition under its ordinance. IEE (Informe de Evaluación del Edificio, building assessment report) may combine maintenance, accessibility and energy under territorial rules. Obligations and timetables vary. Identify municipality, documented age, notice and legislation; the community coordinates procedure and access.
Seville’s linked consolidated ordinance sets first submission in the year after reaching twenty years, subject to exceptions, and renewal under its timetable. Do not extend this throughout Spain. The Comunitat Valenciana’s IEEV.CV has its own regional procedure and register. Consult the building’s file and documents for an individual deadline.
What to request before buying
Request complete report, outcome, submission or registration evidence and action status. Ask about urgent measures, quotations, resolutions and remedy. ‘It has an ITE’ may mean a submitted report with outstanding works. A façade invoice does not show every deficiency closed.
General building reports and flat inspections complement each other: roof or façade versus internal finishes and accessible operation. Relate locations and dates where both mention damp. An old favourable conclusion does not exclude current defects. Do not assign community decisions to individual owners.
Record inaccessible parts, which may require another assessment. Comply with administrative notices and repairs without waiting for every private liability dispute. Protecting people may require urgent action under competent professional supervision.
Consult the Seville ITE and Valencian IEE factsheets. Retain versions and closure documents. Use them to understand building condition and outstanding matters, rather than as a global flat guarantee or automatic litigation assessment.
Energy certificate: rating, registration and recommendations
The energy certificate describes characteristics, rating and recommendations under the basic procedure. Sales and lettings normally require it within scope and exceptions; the label appears in advertisements where required. Owners supply identified and registered documentation under applicable rules. An advertised letter without a certificate cannot verify those requirements.
Rating does not equal exact consumption. Occupancy, schedules, temperatures and equipment use change bills. Improvement recommendations are not works quotations or proof permissions are unnecessary. Assess compatibility, cost and building agreements before implementation.
What to check in the file
Check address, certified part, date, registration, equipment and areas. Identify design-stage, completed or existing-building certification as applicable. Ask whether improvements require updating. RD 390/2021 sets general maximum validity at ten years and five for G ratings, with regional renewal conditions.
The document does not verify every defect. A window may have suitable calculated energy performance yet an incorrectly installed junction. Inspection can flag review needs without issuing a new certificate. Request clarification from the competent technician and keep the original.
Competence requirements have changed and need checking in current legislation. Do not assume every housing professional can certify because they measure areas. The document needs its procedure and accreditation. For renovation damage assessment, a certificate may not answer the main question even if in the folder.
Consult the energy certification factsheet. Compare performance and recommendations alongside physical condition and works documents. Good ratings and defect-free homes are different conclusions requiring different checks.
Valuation: purpose, date and provider
A mortgage valuation serves a regulated financial purpose. A Banco de España-approved company is commonly used and authorised-provider requirements apply. Legislation also allows services and other authorised situations; a private expert without that status cannot replace the bank-required valuation.
Market value may be estimated through expert valuation for inheritance, divorce, transfer or disputes. Define date, property, rights and condition with method and data. Amount depends on assumptions and purpose. Market figures, mortgage lending value and tax reference value are not interchangeable.
Read more than the amount
Check documents, floor area, occupancy, visit and conditions. A valuation condition can affect use of the result; a warning differs. Clarify outstanding matters before taking only the amount page into negotiations. The document does not assure financing.
Relate condition and market without deducting a deficiency twice. If comparables already reflect similar age, adding all modernisation costs can duplicate adjustments. A particular defect may need specific analysis. Explain criteria and limits rather than a universal percentage.
For asset division, define date and rights with your adviser. Current valuation does not automatically reconstruct past condition and market. Without interior access, record limitations and sources. Do not present an interior assumption as observed.
Consult the financial valuation factsheet and distinguish inspection purpose. Both can share documents through coordination, while deliverables and competence remain clear. Choose the combination for your transaction rather than one supposedly universal report.
Common mistakes
Commissioning by name rather than purpose. Describe decision, recipient and questions. Request written scope covering your needs.
Assuming favourable results exclude every defect. Read date, scope and limitations. Each document checks specific performance rather than the entire property.
Using inspection to fulfil an ITE. Check territorial form, procedure and competence. Private inspection informs but does not automatically replace regulated procedures.
Confusing amount and diagnosis. Valuation can assess property without detailed defect analysis. Commission cause and repair assessment where relevant.
Asking the expert to decide legal action. Coordinate purpose and deadlines with a lawyer. Specialist facts and legal liability or procedure need their own examination.
Ignoring unvisited areas. Identify conclusions based on actual access versus documents or assumptions. Limitations must accompany results.
When you need an expert
Technical advice helps define purpose for disputes, conflicting documents or indications unexplained by an initial visit. Separate inspection, cause analysis and valuation. For regulated documents, confirm competence and procedure beforehand; expert work does not automatically authorise every certification.
Verify Home Inspector offers home inspections and expert report preparation with different purposes. To request a quote, describe the decision, recipient and existing reports. Give municipality, access and deadline, requesting separate visit, cause analysis and valuation scope. Consult the inspection and expert assessment frequently asked questions to prepare the instruction and confirm the appropriate document.
Frequently asked questions
How do I identify a report prepared for another purpose?
Compare its stated subject with your decision and recipient. Review method, documents and conclusion. Market value without financial requirements may not suit the bank, and an ITE may not answer bathroom defects. Request written clarification and define necessary additional work before use.
Can two professionals share information without repeating the whole visit?
Authorised sharing of plans, photographs and history can be coordinated, but each professional must verify sufficient information and assume their method. Shared measurements do not make purposes identical. Identify source and date and agree access and confidentiality so others’ assumptions are not presented as personal observations.
What if two reports give different floor areas?
First check usable, built, including common areas or measured area. Compare ancillary spaces, boundaries and documents. Differences may reflect criteria, alteration or error needing clarification. Do not choose the larger figure for valuation; request explanation and retain originals with definitions.
